Looks like Ubuntu is adopting the Debian policy of installing
recommended packages by default, probably starting in Intrepid.
Generally not a big issue for most people but if you are using a
system with a limited amount of disk space then it might be a problem.
To see what it would add on your current system:
apt-get install --fix-policy --install-recommends
